Developing an Accounting SOP for Property, Plant and Equipment

A public-sector organisation required a practical reference that translated its financial-reporting requirements into consistent procedures for managing and accounting for property, plant and equipment.

Assignment snapshot

01Practical procedures

Guidance covering the asset lifecycle from acquisition to disposal

02Reporting alignment

Accounting requirements translated into operational steps

03Knowledge continuity

A shared reference that remains useful when responsibilities change

The assignment

Turn accounting requirements into procedures people can use.

The organisation needed a consistent way to manage, record and report its property, plant and equipment.

Asset information originates across several functions, including procurement, projects, operations, asset management and finance. Where the responsibilities, supporting information and accounting treatment are not clearly connected, similar transactions may be handled differently and important knowledge may depend too heavily on individual staff members.

The assignment therefore went beyond documenting an existing workflow. It required the reporting requirements to be translated into a practical operating reference for the people involved.

The challenge

One reporting requirement.
Several operational touchpoints.

  1. 01

Translate accounting principles into procedures that staff can apply to day-to-day transactions.

  2. 02

Align the roles and information held across finance, procurement, projects, operations and asset-management functions.

  3. 03

Define the data and supporting documents required at each stage of the asset lifecycle.

  4. 04

Provide a consistent basis for distinguishing capital expenditure from operating expenditure.

  5. 05

Address different asset situations without turning the SOP into a restatement of the accounting standards.

  6. 06

Connect the underlying records to financial-statement disclosures and audit support.

Our approach

Built around the way asset information moves through the organisation.

We connected the accounting requirements with the organisation's actual processes, information sources and departmental responsibilities.

Discussions with the relevant departments helped identify how the procedures should work in practice. The resulting SOP was structured to explain not only the accounting treatment, but also the data, documents and actions needed to support it.

01

Understand the process

Review how asset transactions, records, documents and responsibilities move across the organisation.

02

Map the requirements

Identify the accounting and reporting requirements that need to be reflected in the operating process.

03

Develop the procedures

Set out the responsibilities, information, documents and accounting treatment for the relevant situations.

04

Review with departments

Discuss the proposed procedures with the relevant teams so the final SOP remains practical to apply.

What we delivered

A practical accounting reference for the asset lifecycle.

The outcome

A more consistent basis for handling asset transactions.

The organisation received an accounting SOP tailored to its processes and reporting needs, rather than a general summary of the relevant standards.

It provided staff across the relevant functions with a shared reference for the required responsibilities, information, documentation and accounting treatment. This supported more consistent handling of asset transactions and reduced reliance on knowledge held by individual personnel.
